Understanding PPN 06/21: Carbon Reduction Requirements for Government Contracts

What is PPN 06/21?

PPN 06/21 is the UK Government Procurement Policy Note published in June 2021 and in effect from 30 September 2021. It requires suppliers bidding for major government contracts to submit a Carbon Reduction Plan (CRP) demonstrating the steps they have taken to reduce emissions in line with the UK’s net zero 2050 target.

When does it apply?

PPN 06/21 applies to all Central Government Departments, Executive Agencies, and Non-Departmental Public Bodies for procurement procedures regulated under the Public Contracts Regulations 2015, where the anticipated contract value is £5 million per annum or more (excluding VAT).

Complying with PPN 06/21 positions your organisation as a responsible, environmentally aware supplier. It ensures eligibility to tender for public contracts while contributing to the UK’s legally binding net zero commitment under the 2015 Paris Agreement.

PPN 06/21 requirements

To comply, suppliers must:

  1. Measure and report emissions from at least a baseline year, including Scope 1, Scope 2, and specified Scope 3 categories:
    1. Upstream transportation and distribution (category 4)
    1. Waste generated in operations (category 5)
    1. Business travel (category 6)
    1. Employee commuting (category 7)
    1. Downstream transportation and distribution (category 9)
  2. Commit to reduce emissions through interim targets leading to net zero
  3. Create a Carbon Reduction Plan signed by a director
  4. Publish the plan on your UK website and update it annually
