Understanding PPN 06/21: Carbon Reduction Requirements for Government Contracts
What is PPN 06/21?
PPN 06/21 is the UK Government Procurement Policy Note published in June 2021 and in effect from 30 September 2021. It requires suppliers bidding for major government contracts to submit a Carbon Reduction Plan (CRP) demonstrating the steps they have taken to reduce emissions in line with the UK’s net zero 2050 target.
When does it apply?
PPN 06/21 applies to all Central Government Departments, Executive Agencies, and Non-Departmental Public Bodies for procurement procedures regulated under the Public Contracts Regulations 2015, where the anticipated contract value is £5 million per annum or more (excluding VAT).

PPN 06/21 requirements
To comply, suppliers must:
- Measure and report emissions from at least a baseline year, including Scope 1, Scope 2, and specified Scope 3 categories:
- Upstream transportation and distribution (category 4)
- Waste generated in operations (category 5)
- Business travel (category 6)
- Employee commuting (category 7)
- Downstream transportation and distribution (category 9)
- Commit to reduce emissions through interim targets leading to net zero
- Create a Carbon Reduction Plan signed by a director
- Publish the plan on your UK website and update it annually
